Iowa City ready to sue over software snafu

The city is prepared to file a lawsuit to recoup nearly $200,000 from a million-dollar computer software agreement gone awry.

Iowa City’s pending legal action comes a year after it ended its relationship with Innoprise Software of Broomfield, Colo., and nearly seven months after it received its first and only $10,000 installment toward a settlement of $196,000.

Iowa City actually paid Innoprise $254,179, but the $196,000 was negotiated as a settlement amount, city officials said. The city spent another $201,302 on expenses like a consultant, site visits and legal expenses, Finance Director Kevin O’Malley said.

That means the city spent $455,481 on the failed project and has gotten $10,000 back.

City Manager Tom Markus, who was hired a year ago and not involved in the Innoprise contract, said people will want to point fingers, but in this case, the company failed.

“You hire companies with the expectation that they’ll do things right,” he said.

Innoprise was acquired in April by Harris Computer Systems of Canada. Iowa City officials say Innoprise has been unresponsive since then.

General Manager James Simak of MS Govern, a unit of Harris that is responsible for the Innoprise software, said Wednesday that the company acquired software assets and a number of Innoprise customer contracts and commitments.

“Iowa City was not a contract we acquired, and we were unaware of it,” he said.

Innoprise founder Dennis Harward, who worked with Iowa City officials, could not be reached for comment. Simak said Harris had hired select Innoprise employees but would not say if Harward was one of them.

The city of Port Orange, Fla., sued Innoprise last year, according to a memo on its website, and has since reached a settlement with the company.

Iowa City Assistant City Attorney Eric Goers said he is preparing to file a lawsuit in district court in Iowa, possibly in the next two weeks, over the outstanding $186,000. He said Innoprise will be named, but he’s unsure about other parties.

The city signed a contract with Innoprise in October 2009 to supply and implement enterprise resource planning software, or ERP. The plan was to get a new computer system for its human resources and payroll, financial and utility billing functions.

The city budgeted $1.16 million for the project to replace its existing system, which was self-built and dates to the 1980s.

O’Malley said the city did its due diligence on the product, contacting other entities that used it. During testing, the software worked fine, but it developed bugs in Iowa City that Innoprise wouldn’t fix right away. After Innoprise started missing deadlines, he said, Iowa City pulled the plug last October and negotiated a settlement.

The city recently requested proposals to find a new provider of ERP software.

New all-in-one security software covers PCs to phones

Looks like the time has come: We all own so many dang digital devices that trying to protect them in various ways with various software has grown into a ginormous hassle. Now, McAfee Security is out with an all-in-one product that provides protection to PCs, Macs, tablets and smartphones.

McAfee may be the first major security player at bat on this unified security front, but others are coming for consumers. Kaspersky will have a similar product available next month, and Symantec in 2012, according to reports, says IT Pro.

McAfee’s All Access is described by the company as the “first cross-device security solution that protects multiple Internet-enabled devices (PCs, Macs, smartphones, netbooks and tablets) under one annual plan.” It costs $99.99 for individuals, and $149.99 for the household version.

Not that we need stats to back up the fact we all own a growing number of digital devices. We know it by the number of cords jammed in the corners of rooms around the house. But, McAfee compiled some stats for us, anyway:

* 25 percent of “consumer Internet users now own at least five devices per household, with 60 percent owning at least three.”
* 41 percent spend “more than 20 hours per week using a digital device for personal use.”
* Consumers “place an average value of $37,438 on the ‘digital assets’ they own across multiple digital devices, yet more than a third lack protection across all of those devices. In the U.S., people valued their assets at a higher figure than anywhere else, at nearly $55,000.”
* “As a global average, respondents had 2,777 digital files stored on at least one digital device,” with those files including music, photos, personal communications, personal records, resumes, portfolios, cover letters and email contacts.

The figures come from research firm MSI International, which surveyed more than 3,000 consumers in 10 countries.

“Despite the high value of their digital assets, people still aren’t securing every device they own,” McAfee said. The survey found that more than 36 percent “don’t have security protection on all of their devices and 7 percent have no protection at all — leaving potentially thousands of dollars worth of digital assets at risk, if stored on an unprotected device.”

How well an all-in-one security approach works remains to be seen. But with more of us stashing our digital files in various places, like phones and tablets, and not just computers, one-stop security shopping could be a plus.

Software group spent $440k on 2Q lobbying

The Business Software Alliance spent $440,000 on lobbying on issues relating to cloud computing and other topics in the second quarter, down slightly from the year before, according to disclosure documents filed with Congress.

The organization lobbied Congress and various government agencies on issues concerning online privacy, patent issues, and criminal punishments for violation copyrights, it said in a disclosure report it filed July 20 with the House clerk’s office. The alliance is an industry group that has an extensive focus on fighting software piracy.

The organization spent $480,000 on lobbying in the second quarter of 2010 and $430,000 in the first quarter of this year.

It lobbied the White House, Congress, the Departments of Commerce and State, the Office of Management and Budget, the General Services Administration, the National Institute of Standards and Technology and other agencies.

Drinks firm banks on £6m software

A leading soft drinks company has become one of the first privately-owned companies in Northern Ireland to fully exploit a new-style banking technique aimed at increasing efficiencies.

SHS Group, one of Northern Ireland’s largest firms, has completed the next stage of a £6m investment aimed at reducing costs with an agreement to integrate SAP (systems, applications and products) business and banking platforms with Northern Bank.

The company employs more than 750 staff across sites in the UK and Ireland and recorded a turnover of more than £370m in 2010.

Arthur Richmond, finance director of the SHS Group, said the introduction of the software was a long-term investment that would support ambitious growth strategy.

“Northern Bank’s system allows us to maximise accountability within each group company throughout the UK and Ireland,” he said.

Samsung signs software pacts with Intel and Microsoft

Samsung Electronics has signed software pacts with Intel and Microsoft on Wednesday as the South Korean company tries to expand its business in the mobile software sector.

Analysts predict that Samsung, which offers smartphones based on Google’s Android platform signed the pacts in order to lower its exposure to Android after Google successfully acquired Motorola Mobility.

Samsung and Microsoft signed a new deal for development and marketing of Windows phones on Wednesday. The deal also covers a wide patent cross-licensing agreement.

Two Linux software groups, one backed by Samsung while the other by Intel on Wednesday announced that they have tied up to develop a new operating system for cellphones and other devices.

According to the deal, the LiMo Foundation and Linux Foundation will merge their LiMo and Meego mobile operating systems to attract wider industry and consumer support.

The Windows Phone currently holds a 2-3 per cent share in the smartphone market while LiMo and Meego have less than 1 percent apiece compared to Android’s share of almost 50 percent which is still growing claim industry analysts.
